Beginning in 2025, all Middletown Township property owners are being assessed a Stormwater Impact Fee to support the cost of providing, maintaining, and repairing stormwater management infrastructure and improving stormwater runoff quality.
This program is designed to protect residents, property, and water quality by ensuring the Township has the funding to manage runoff, reduce flooding, and comply with environmental regulations.

Why Is This Fee Being Implemented?
Middletown Township has not previously had a dedicated funding source to support the cost of stormwater management. Due to the age of the community’s infrastructure, existing stormwater management systems are inadequate for modern needs and are in varying stages of disrepair. Some areas of the Township lack stormwater infrastructure entirely.
In July 2024, the Board of Supervisors established an ad-hoc Stormwater Advisory Committee to assess the Township’s stormwater infrastructure needs, evaluate potential infrastructure improvement projects, and determine the feasibility of a Stormwater Impact Fee.
The Committee identified that the Township needs to invest approximately $1.5 million per year in stormwater infrastructure. Additionally, the committee identified the need to improve maintenance of existing infrastructure and systems in an amount of $200,000 per year. To meet these needs, the Committee recommended a Stormwater Impact Fee to the Board of Supervisors, who acted on this recommendation in December 2024.
How Much Will I Pay?
Single-Family Residential Properties:
- Flat fee of $5 per month ($60 per year) for each developed residential parcel. This applies to freestanding (single-family) homes, townhomes, duplexes, and condominiums.
Non-Single Family Residential Properties
(e.g., commercial, industrial, and multifamily parcels):
- Tiered fee based on impervious surface area (determined using GIS data)
- Fees assessed from a minimum of $12 per month ($144 per year) to a maximum of $500 per month ($6,000 per year) per parcel.

The total projected annual revenue from the Stormwater Impact Fee is approximately $1.79 million. These funds will be used solely for stormwater-related expenses.
How to Pay
Berkheimer is the agency appointed to collect the Stormwater Impact Fee. Property owners can expect to receive their 2025 Stormwater Impact Fee bills in May 2025. Names and mailing addresses for bills are current as of March 2025.
All 2025 Stormwater Impact Fees must be paid by December 31, 2025. Failure to do so will result in a lien against the property.
Payments can only be made directly to Berkheimer online or a check sent via mail. Payments cannot be made directly to the Township.

Stormwater Improvement Projects
Middletown Township is actively investing in stormwater infrastructure to improve public safety, reduce long-term maintenance costs, and prevent flooding. More than $9 million of improvements are planned through 2029. Additional information is available below for improvements planned in 2025.
Langhorne Gables Drainage Improvements
In February 2025, the Board of Supervisors authorized the advertisement of bid specifications for Phase 2 of stormwater improvements in the Langhorne Gables neighborhood. Construction completion is anticipated by the end of 2025.
These upgrades will improve stormwater flow and reduce neighborhood flooding.
Reetz Avenue Culvert Replacement
Reetz Avenue, a residential street between Hulmeville Borough and I-295, contains a culvert in significant need of repair.
The project includes reinforcing the culvert with a concrete lining and repairing the surrounding embankment.
Once complete, the project will enhance long-term roadway stability and reduce ongoing maintenance costs. Construction expected to be completed by the end of 2025
