At the June 9, 2025 Board of Supervisors meeting, the Middletown Township Board of Supervisors officially appointed Eden R. Ratliff, M.A., ICMA-CM as Middletown’s new Township Manager. He will begin his duties on July 9, 2025, following the retirement of longtime Township Manager Stephanie Teoli-Kuhls.
Eden brings more than a decade of municipal leadership experience and a strong track record of effective governance, crisis management, and community-focused service. Most recently, he served as Deputy City Manager for Administration in Charlottesville, Virginia. Prior to that, he held the role of Township Manager/Chief Administrative Officer in Kennett Township, Pennsylvania, where he led significant recovery efforts following a major fraud investigation and was instrumental in recouping over $3.4 million in stolen funds.
Eden’s career includes leadership positions in Greencastle and Ford City, Pennsylvania, and he has been an active voice in municipal management circles. He serves on several committees with the International City/County Management Association (ICMA), contributes to the Pennsylvania Municipal League, and has provided expert insight for the International Association of Fire Chiefs. Eden is also a dedicated volunteer firefighter, reflecting his commitment to public safety both professionally and personally.
A native of West Chester, Pennsylvania, Eden earned his Master of Arts in Employment and Labor Relations and a Bachelor of Arts in Political Science from Indiana University of Pennsylvania.

During this transition, Eden will be working closely with Interim Township Manager Nick Valla, who has served the community with dedication as both Assistant Township Manager and Interim Manager.
The Township welcomes Eden Ratliff to Middletown and looks forward to the leadership, transparency, and resident-focused approach he brings to the role.
